I tried the solo wargaming strategy system "Adjutant Introuvable" today. Does the French even win when they are played by the AI?

Can you provide more details? Were the French attacking or defending? Which rules did you use?

I've played a few games using it as an opponent (the French) with General d' Armee and it's given me a challenge each time when it attacks.

The French used they AI so they were attacking. I used "Simplicity in Practice" as a rule set.

How do you determine how and where to spend the AI's ADC's during play? Are they all just used for command rerolls or do you tie it to a sector's tactic?

In my games I tie the ADCs to the overall plan and each sector's tactic. So if the plan was to "charge" or "engage" the right flank, I applied more ADCs to that flank to either launch an infantry assault or provide re-rolls.

The biggest limitation I've found was there would sometimes be a mismatch between the tactic provided by AI and the command rolls. Such as when a brigade with overwhelming numbers suddenly switches to "probe" or something similar. In this case I would either step in and change the tactic or use the lull to reorganize the AI's lines and prepare for the next turn.

Another challenge specific to GdA (but may apply to other rules) is how to deploy brigades when AI wants you to roll by unit. In this case you can either choose to create brigades after deployment or just deploy by brigade, using the most predominant class.

Overall I've been pleased with AI's ability to deliver a challenge that feels like an opponent's plan, even with some shortcomings.
