This is what I use for the reinforcements arriving when using the Scharnhorst campaign system.

Instead of the units having a fixed Reinforcement Factor (4 or 5 in the rules) we count how many MP needed to be spent on the map to get the column ONTO the table. That becomes the RF.

So a column is next to the table as outlined on the map, and to move onto the table costs 2 MP (cross a border with no road).

So that Column multiplies its reinforcement roll by 2, and if that is =< turn number it arrives on the table edge as per the rules. This will mean it will definitely be there by turn 12, whilst a unit that has had to spend 6MP – a day's marching – may never arrive for an unlucky player.
