The U.S. Navy's current maritime strategy articulates this idea by stating that sea power is "the critical foundation of national power and prosperity and international prestige."1 However, past wars at sea have been won by states or combatants in spite of significant naval disadvantages. The Spanish Civil War provides one such example of a less capable power defeating an enemy with a bigger navy.
