"The Center of Ecological Policy of Russia is submitting the first straightforward analysis of the chemical weapons problem in Russia as a nation-wide political and ecological problem. This analysis is quite different from the usual official view of the problem that is concentrated only on the need for organizing safe destruction of the officially declared 40,000 toxic chemicals (TC). Indeed, we must organize the most expeditious safe destruction of these TC.
