Considering they're DPRK they probably are antiquated by western standards, but if you're referring to the cylindrical tube launchers being antiquated, keep in mind that the world's most advanced SAM system, the S400, are fired from tubular launchers that look equally antiquated:

They love parades like that and if you don't clap and cheer they end up in a concentration camp and worked to death. Much of the North's weapons are not new, but again it makes a great parade !
