Nicely sculpted, preferably heroic scale and in poses that could also take Sci-Fi weapons to be used in Pulp games. Sometimes open handed sculpts for pre gunfire periods wont hold a rifle convincingly.

I'm currently painting some Gripping Beast Scots, which usually have their right hand open to hold a weapon and their left hand closed, holding a shield you have to glue on. Being Scots, they don't wear shoes or trousers, so you would have to come up with a reason for their fashion sense. Other Gripping Beast figures might be more appropriate, though most Medieval/Dark Age figures do wear tunics, and not shirts tucked into their trousers.

You might want to look for crossbowmen, who would be in a firing pose appropriate not only to crossbows, but also for muskets or rifles.

Plastic doesnt work for me for several reasons, one of which is I dont paint. And, if i can avoid it, I would prefer not to pay for painted plastic figures.

The crossbowman idea is interesting. Do a lot of 28mm Ancient/Medieval makers give separate crossbows? They could be fantasy figures too. As long as they are human.

Essex has open hand figures.

So do some Wargames Foundry (ie some of the Copplestone sculpted Caesarean Romans).

I don't think any of them would hold a rifle convincingly unless it was "at the trail". A pistol maybe …

As for heroic scale (30mm?) with open hands I have no idea. The above 2 are 28mm and not "heroic".

Some Curteys figures are open handed, as are Footsore (says in the product description).
