Size of fleet? Bigger is always better since you have more flexibility in planning scenarios or campaigns. Scale of models? That depends-- my fleets run from 1//3000 pre-dreadnoughts to abstracted 25mm fantasy sailing ships and much in between. Size of available playing space and preferred rules dictate the best scale.
