I'm looking for rules where I can load out each soldier and tanks where you can turn tank turret Independently from the tank

What a Tanker by Too Fat Lardies gives you that level of detail (e.g. turret rotation) in a tank game, but you'd have to morph in rules for infantry, and interaction between vehicles and infantry…as well as any bells and whistles (artillery, air, etc.)

Face of Battle and Arc of Fire are two rule sets that have that sort of detail if memory serves me right. Of course there is the added complexity and time.

You can get that detail with the NUTS! WW2 skirmish rule, including playing a tank crew who each have their own roles to play and rolls to make.

Technically it is intended for ultra moderns, but Spectre Operations works great for this. This past weekend a friend and I played a game with a thrown together squad encountering a German patrol on the morning of June 6th. Sometimes you might need to alter terms but it works very well.

Nuts is easier to get than some of the other rules listed.
Larry Brom who designed The Sword and the Flame also had a set of WW2 skirmish rules.

Do you want keep track of prone and standing infantry, jams, grenades, wounds?
Do you think there is a difference between a Thompson and Mp40? Do you care about turret rotation speed, if your commander is buttoned/unbuttoned, if your cannon has AP or HE loaded?
If so, you are looking for Easy 8s Battleground Ww2 rules (or possibly Arc or Fire, which i think were a streamlined offshoot?)

Battleground WW2 by Easy Eight, really super detailed. I still love that set of rules. I was so disappointed that they quit just as their Vietnam rules were about to come out.

My Skirmish Action rules allow you to load out each soldier. And there are differences between a Thompson, MP40, and M3 or STEN. On the other hand the tank rules dont get into the weeds with Traverse Times, but there are rules for Slow Traverse, etc.
