This is different than smokeless powder. In WWII it appears the Germans and Japanese used it in their guns. It had the effect of making it harder to detect if a firing unit was concealed.

Does anyone know of any game systems using this rule?

Hmmmm, don't really recall any, other than for naval rules, and the Italian Navy not having it available when conducting night battles with their big ships.

Nor did the Italians have it for their smaller ships, just as the USN did not until… 1943? Late 43?

Seekrieg 5 covers it, General Quarters 3.3 does also

Oh the RN had flashless powder from the beginning of the war and trained hard for night actions.
