"IRGC Navy commander says Tehran has also established offshore missile facilities that will be a ‘nightmare' to the country's enemies.

A top commander in the Islamic Revolutionary Guard Corps said Sunday that Iran has built underground "missile cities" all along its southern coast, warning they would be a "nightmare" for Tehran's enemies.

Rear Admiral Ali Reza Tangsiri, who heads the IRGC Navy, said Iran has also constructed so-called missile cities offshore. He said the sites contain surface-to-air missiles…"

Actually may be quite a smart idea – and do able for Iran. Essentially take a submarine launchable SAM and stick it a suitable launch cell then dump offshore with the appropriate connection to a command and control system. Those systems would remain vulnerable, but the actual launch sites would obviously be difficult to target and you can seed them along the coast in batches. Would add a degree of uncertainty into the plans of anyone considering airstrikes on Iranian soil. Not sure permanent emplacements would be particularly clever – seawaters terrible stuff. And build them too big and they could become rather obvious on aerial imagery and expensive. At which point you could probably just fly around them… Unless you can build enough of them to protect the entire coast, which then brings us to the poor state of Iran's economy.

The 'missile cities' thing may well be a combo of propaganda and poor translation. Though never underestimate the ability of an autocratic system of government to take a good idea and then insist on inflating it to the point of unworkability.

Well the last fire I read about appeared to be at a missile plant that caused some damage to the next door nuclear facility. I've no idea what Iran's industrial safety standards are like, but I wouldn't immediately attribute to third parties what is explicable by human incompetency!
