Rules state that two cards are drawn per action phase and when each corresponding unit has gone, two new cards are drawn.

My question is how do you determine which of the two units goes first? The common sense inclination is to think that the first drawn is the first to go but the rest of the rules suggest that each are activated at the same time, eg: rules for firing at a unit that is moving… Besides, if that were the case, then the rules would just say pull one card at a time and activate that unit, no?

Also, what happens if two units are facing off and each want to fire at the other and both cards are pulled? Who fires first? Simultaneous? Why don't the rules offer any clarification on these points?

Usually, in most cases it doesn't much matter, units may be too far away to interfere with each other. But in any cases where it does, we play the first card drawn from the pack first, then the second drawn, second. It affects both sides equally and averages out over the game.

what's the difference between drawing one card at a time? The only advantage I can see is that two of your units come up and you can coordinate the actions.
