I have only seen two of the performances. Rod Steiger and Christian Clavier. Both, I thought, did very well. I am not familiar with many of the actors listed, But Marlo Brando and Dennis Hopper would be a hard pass for me….

Rod Steiger with no competition, he had napoleons mood swings and shouting perfect, he also made napoleon, not a stereotype but a real person, facing the Line regiments and walking towards them, although not wholly historical the tension in his movements and hand the slight flicker in his voice, a great performance

Albert Dieudonné. He played Bonaparte and Napoléon 15 years later. He took himself for the Emperor and his last will was to be buried in Napoléon's Guard chasseur à cheval's uniform.

I can highly recommend Ian Holm in his original portrayal for the series Napoleon & Love (1974). It covers his whole career and Ian Holm (RIP) is masterful in a rarer film and television lead role.

You can take any excellent actor and use a photo-realistic portrait of the emperor to match it to the facial movements.

Deep fake technology allows you to do this (in much much better quality than what was done in Star Wars).
