Certainly a nice paint job- could be any period from Rev forward I'd say. Nothing unique about his uniform in this regard.

I'd say the blue is somewhat brighter than they could accomplish at the period, and the figure itself has accentuated parts- gold lace too broad, trefoils and knots that woukd be more 'refined' than the sizes shown.
Given the texture of feathers, hair etc. you would expect the 'texture' of woven gold lace also to be apparent on the chapeau.
But I am inspired, glad nobody makes them in 25/8 mm. d
