Used to live there; this is interesting, but Google Maps can resolve individual automobiles (though not in real time) and I don't need anything more than that.

People are calling it the "Homeless Industrial Complex". The local government gives grants to newly established "non-profit services" to help clean up the situation. Get a contract to pick up used needles from druggies. Then have another non-profit get a contract to pass out clean needles that will also be left to pick up needing more people. Get a contract to provide outdoor portable toilets but people don't use them but like to push them over (we all know how much fun that is).

It's sad, it has many beautiful parts but it's tough getting around to see them.
