I have always been unhappy with the way many scenarios are presented. I often spend several hours setting up my game, which greatly reduces the time I have to play the game. I normally play in a club environment, so this tends to be a major issue, thus apart from play balance, the secondary priority in any scenario guide is the ability to quickly setup the playing area and assemble your forces.
I have been experimenting with the creation of scenarios for a while and my latest attempt, using Korps Commander, is getting closer to my holy grail. Broken up by year I have created a number of scenario pdf files, which each are broken up into campaigns. Each campaign provided a typical defence and attack force for at least two combatants and in many cases more. For example, I have provided forces for the Germans, Polish, French and Russians for my September 1939 campaign. This allows you to refight Germans v Polish, Polish v Russians and French v Germans. For players who don't like the suggested force mixes, the TO&E for the entire division (or Brigade) is provided. There is a rather large spread sheet which allows players to create their own force mixes. This is rather complex and I have a video describing how its used, but most players would just use the suggested force mixes.
Included are cheat sheets for all the elements which you could field, which simplify the cross referencing issues with these rules. I got that excellent idea from Spearhead.
Players can find the year, campaign and force they wish to use, print off 2 double sided sheets (A3 or A4, players choice). One is to allow players to quickly assemble their force mix and the other is a cheat sheet. I have a few suggested playing areas, but the scenario I use is generic so players can create whatever playing area they wish.

For those who don't know Korps Commander, each element represents ½ companies and the ground scale is 1:5000. The scenario creation system should work with any set of rules and I plan on moving to other rules in the future.
