Phoenix programme….
Yes very well known to anyone who seriously studies and knows about the US war in SE Asia. Albeit many CIA agents, ops, etc., were vilified, etc. They generally were useful like any Intel Agency … and still are.
If you are looking for Saints … you may not find too many in most intel agencies, e.g. KGB … and yes in some cases the CIA.
Ran into a CIA type in Panama when I was deployed there with 101 in the early '80s. Didn't really have must contact with him. We were pretty much to ignore them, officially or unofficially. It the nature of this type of mission.
When going thru Army Parachute training at Ft. Benning, GA in the late '70s. Our Co XO mentioned some guys with long hair and beards in sterile jungle fatigues. Were going thru much of the parachute training as well. They were called "casuals". The other military students in the class were told not to talk to them, have any contact with them, etc., etc. Ignore them, the "casuals" were basically "not there" …
It didn't take much to figure out who the "casuals" were and what they were training for, etc. … The CIA some times needed to be able to deploy their operatives by parachute as well …obviously …
And yes then as now the CIA, FBI, etc., have a number of former Military personnel in their ranks. Some of the training and experiences the former military had was invaluable for many clandestine, etc., type ops … And they already had most of those "skills", "temperament', etc., for these high risk, etc., type "actions" …
