I find 'Domestos' bleach strips off paint really well.

I have been know to strip some very bad jobs (both my own and second hand figures). I alway use Citrastrip. Drop them in and the next day the paint is mostly gone. Sometimes I give them a second soak. After they are stripped, I use a dremel with a wire brush to clean off any powder.

I've been happy so far with the Dollar Tree's LA's Totaly Awesome cleaner. I use it around the house too. I'm going to pick up a sonic cleaner on the next payday.

Dettol works for me but don't rinse with water or the Dettol turns to goo.

I put some figures I Dettol and forgot about them for about six weeks.
Blasting them with the hose got most of the remaining paint of, but some turned to goo. Although even that wasn't too hard to remove.
