The 12mm looks good, but what rules would work best?

I there are no Best Rules its personal preference.
Modelers tend to want primarily to put lots of different tanks and artillery, even aircraft on table. This often results in a fairly Hollywood type game but is great to display lots of models and get to move them about and roll a few die.

Serious students of the period will tend to want more Open University , no tank parks and a more demanding game (not necessarily directly more complex). Think Chess, simple rules complex game. However model wise there will be fewer toys on the table as they tend to use linear ground scales. They tend to require considerably more thought,planning and knowledge of the period to play well.

These are perhaps the extremes but it should be clear that there is never going to be a Best.

Like cars there is no universally agreed Best car.

Anything you like in 15mm will work just fine in 12mm

Blitzkrieg Commander are perfect rules for this size of figure, but Battlegroup also works well. Most of my "10mm" stuff is actually 1/144 (or 12mm) from Arrowhead, Takara, Cando, Trumpeter, Minifigs etc. Really looking forward to getting some of these new Victrix on the table.

Spearhead looks great in 1/144. I can't wait to buy the new Victrix infantry, to upgrade my current stuff

I feeř 12 is to small for singularly bases figures.
I'm thinking one base with a few figures representing either a rifle squad or a whole platoon. To play large scale battles.

I based my 1/144th using base sizes in Blitkrieg Commander. To Gunfreak's point I base infantry 4 figures to a stand but heavy weapons (MGs and Mortars) 5 to a stand. I still have to look which heavy weapon it is but makes it easier to tell units apart. I can easily find my heavy weapons and distinguish them from infantry.
