Which manufacturer makes the best 28mm figs to represent the Oxford Blues?

If you mean Royalist blue coat regiments that may have been part of the Oxford army then take your pick from any range you like.

There was a refit of blue and red 'suits' for some Royalist regiments and this issue included montero caps. If you want to reflect this most uniform part of the war then you'll need a range that has plenty of montero dressed figures. That leaves the Perry range out of it as they only have odd figures suitably dressed.
