When I was ll (1947) I saw my first 54mm W Britain hollow-cast toy soldiers. I found the best to be French Zouaves charging, rifles level. The other was the French Foreign Legion, marching at the slope. The bayonets on both were extremely fragile "needle" bayonets.

Does anyone make 28mm French Zouaves today for the pre-1960 era – later 1830's onward?

Ray,

Although not pre-1860, Askari Miniatures (Colorado Springs, CO, USA) makes excellent French Zouaves for the later Colonial period. I use them for 1870s Franco-German War Zouaves. link

Al also has FFL from same time period: link

And here's a picture of my Zouaves and Tirailleurs Algerian (both Askari Miniatures): link

Despite the company's name these are 28mm. I have a few packs and am very pleased with them. Furthermore, for metal miniatures it is hard to beat the price: link

I thought the Perry ACW plastic Zouaves set would make pretty good 1859 Zouaves for the Franco-Austrian War.
