Both Frederick Maryland and Hagerstown Maryland were held hostage during Early's campaign. The rebels demanded $20,000 USD from Hagerstown and demanded $200,000 USD from Frederick. Why the huge difference even though both towns were about the same size?

The Rebel intent was the same for both. But, it seems the clerk who wrote the Hagerstown note dropped a zero. No one caught the error until after the note was delivered and the ransom was received.
