I suppose you can play skirmish level in just about any war, but just how playable is this conflict? On the surface it seems a bit one sided. |

My knowledge of the conflict is limited, but Paraguay won a number of land battles. |

Wargames foundry do a book on the subject I don't own it but I own some of their other ones and they are an excellent resource for gamers like an osprey on steroids. link |

At skirmish level this would be far more playable than in a larger scale where Allied artillery in particular reduce the Paraguayan's chances. They were particularly dangerous in defence, or in surprise shock tactics. The later stages were guerilla fighting which would be good for skirmish. |
