There were a great number of good cartoons done during the war these are not a particularly good selection. I feel like uploading some of my collection but they are properly not yet out of copyright.

From an American perspective, I would say Bill Maudlin was probably the best. His work can be viewed at the 45th Infantry Museum in Oklahoma City, OK. Or just buy his books.
