I'm aware of the Woodland Scenics "Model-Vac" link and would like something similar.

Some Amazon reviews say the WS one doesn't suck enough and that the reservoir makes the material hard to reacquire. Otherwise, its description is exactly what I need but maybe there's something better for the same purpose.

Whenever possible, I just pick up the piece I am working on an "knock" off all of the flocking once dried. Do this over newspaper and you can then reuse the flock. Otherwise, I use a standard handheld canister vacuum that I keep for this purpose. I currently have a Shark brand and keep it charged. I use it the most to clean up all of the flocking that I spread on my gaming table to blend the scene. I cannot see the need for their little vacuum for wargaming terrain.

Even with newspaper I still find static grass all over. Making tufts and using a puffer bottle is quite messy.

The Vacuum technique is only really needed for fixed terrain, like a model railroad, or a flocked table.

But if you want something on the cheep, just get a nylon stocking and rubber bands to make a filter to fit inside the end of any vacuum tube. Also low cost vacs with filter bags can be used. Just cut open the bag to recover the flocking.

Looks like USB Vacuums can be had for about $5 USD

This one for a few bucks more (like $12 USD) looks kind of fun.

The impellers drive the dust (flocking) to a filter screen around the outside. It should be easy to collect from there:
