I would have said hills are the most ubiquitous terrain so a range of them is probably the most important. Next, and aesthetically important, is the right buildings for a built up area appropriate to the specific army. Rivers, streams, trees for woods, boggy or scrub or rock covered areas, vineyards etc are great too but I think hills as a must have and good appropriate buildings next. There's nothing like a good monastery or temple, hill fort (killing two birds with one stone) or other inhabited space to make a table look good.
