I recently got some 15mm Cataphracts from Old Glory and it looks like I am supposed to drill out the hands and use the rod that came with them as spears?

If that's true about how long should those be compared to the rider?

Also, for accuracy, was there a particular breed of horse they favored or breed they wouldn't have had access to?

Here is a description of the Xyston en.wikipedia.org/wiki/Xyston so 12 feet or longer. There is something else to consider, make the spears too long and they get in your way while playing.

As to horses the Nisean link is famous in the period along with the Ferghana link

Awesome, thanks for your help! So I am correct in assuming I have to drill the hands out? Even with all of my regular hobby kit I don't think I've ever even seen a bit that small.

A 0.8mm bit should be okay for the Old Glory wire. For some 15mm figures I have used a 1mm bit instead.
I found the wire quite hard to cut and I have not been able to squash the end to create a spearhead, so I have either used pre-made spears or made my own from brass wire or florists' wire.

I find the wire "spears" sold by companies like Warlord Games and Northstar Miniatures to work well and look good on 15mm figures, despite claims they are intended for 28mm figures.

The "pikes" sold by companies are of a thicker wire and look far better as spears on 28mm.

Numerous 28mm/25mm figures also need their hands drilled out.

Like Swampster said, go just up in size a tiny bit.
