I've been trying out this spray paint can. The 'Chalked' line is intended for use in creating chalkboards, so therefore the paint is quite matte. Available in major stores such as Wal-mart.

It seems to be just as matte as Dullcote. Costs $6.49 USD for an 11 oz. can.

It uses the 'large round knob' type nozzle, which throws out a lot more paint than a Dullcote can. That can be good if you're trying to saturate and seal flock, but otherwise be careful not to over-coat your figures.

This is timely. I am currently going bankrupt using testors dullcote spray on terrain pieces. I will check this out and thank you for the review.

I just tried this stuff out today, on a squadron of 1/200 Avengers. It left them very vaguely satin – not much sheen, but still more than Testors Dullcote.

I will still use this as a "scale satin", but it's not a true flat.
