The Tupolev Tu-154M was captured on flight radar flying across parts of the country including Chicago – the home of the US navy's largest training sites and Hawaii – home of the Hickam Air Force Base and the local Marine Corps…"

Didn't realize that the Russians had cloned a 727… And yeah, it's got Open Skies written right on it. Non-story, the treaty was signed in 1989, expanded from the US and USSR to include all of NATO and WARPAC in 1992, and went into full effect in 2002(!). link
