I've noticed in a pack of early/mid war ss from battlefront (think it was the infantry company) that the helmets seem to be cloth covered. If that is the case, I didn't realize any early war ss units were using helmet covers. Looking around in a few sources has not shown any such covers but I might be wrong as this is not my period of expertise.

Yes they had them in the early war. Here is an outline of German camo with some dates.

Yes, some SS units had them, some didn't. 4th SS Div was notoriously badly equipped as it was just a bunch of policemen strong armed into the Waffen SS and Iirc I've seen plenty of photons them in normal field grey with mud smeared helmets. Nazi poster boys SS LAH had all the right gear, naturally.
