Hello folks.

Ok, these four fellas, the Emperor, Horus, Sanguinuis, and Rogal Dorn. Who of these should have Psychic abilities?
The Emps, or ‘big E' Definitely, lots of them, Horus, also yes? But not as much as ‘Space jesus' I'm guessing(?) Sanguinius, didn't he have limited abilities, like a foresight of things to come? (Didn't he foresee his own death at the hands of Horus?) And Rogal, I'm guessing again, but none at all?
I'm not massively up on the fluff and lore, so would appreciate your help?

Horus did not initially have psychic powers beyond the low level abilities that it seems all the primarchs possessed. After his corruption and dealing with chaos he gained them but was never on the level of some of the others, like Magnus or even Mortarion and Fulgrim after their apotheosis, until after Molech at least.

Sanguinius had a limited ability to see into the future. How much good this did him is debatable.

Rogal Dorn had basically none.

The Emperor was the most gifted psychic that mankind has ever known.

Leading on from this, did your average Space Marine Legion contain Librarians in 30k? Wasn't all that psychic nonsense installed into the newly formed Marine Chapters after the Heresy?

It was reinstated after the Heresy, but it was in place prior to it. Most of the Legions had Librarians. The Blood Angels, White Scars, Thousand Sons and, ironically, Space Wolves, all had their psykers. The latter two kept their psykers in the ranks after the Edict of Nikea.

The rest of the Legions returned their librarians to whatever rank they would be without the librarian corp. So you have marines with psychic abilities functioning as sergeants, privates or whatever.

Even Legions that were not fond of the Librarians, like the Death Guard, had psykers. Typhus was a powerful psyker. I don't know if the Death Guard had Librarians but suspect that it did not, as Mortarion was one of the prime movers in pushing the Emperor to decree the Edict.

But most had them.

The problem with 40K fluff is it is very "Orwellian" … It changes frequently based on … who knows why. huh? Since I became involved with GW and Epic in '89 and having WD issue #s starting in high 90s and for about 10 years afterwards. It seems they make stuff up as they go along. We end up "cherry picking". Taking what we like and disregarding what we don't, etc., for Epic. We quit trying to play 40K decades ago.

We do use Pskyers in all our races. But normally steer away from using Primarchs, as they in theory would just be too powerful, etc. Like gaming while having a Rommel mini with your DAK!
