I know about the Elheim miniatures civilians and the MJ figures camera crew but are there any other options for unarmed western civilians circa 1950-1980?

HO scale are usually 1/87 scale and are plastc (at least, I have never seen metal ones).

Just google HO scale trains and you'll get more suppliers than you can shake a stick at.

Bachmann has a line of painted plastic figures as does Preisler. I have always found Hattons wonderful to deal with link
