Landships website has a variety of paper models-- most can be sized to the scale you want. Quite some years ago "Military Modelling" occasionally published articles with plans for armored vehicles; usually these were to 1/32 or 1/35 scale, but could be easily resized when copying.

The closest I've come to scratch building WW1 vehicles was a card model of a Schneider CA. It took days to make and I swore never again, so now I just buy models and if necessary, convert them.

There are huge ranges of WW1 kit in both 15 and 20mm

I think there's a range of ww1 tanks in 15mm made by the Plastic soldier company (PSC) – Their Great War game
