Any decent admiral should be, by definition.

You don't want someone timid commanding your fleets.

I take it that the poll refers to Admiral William Halsey USN and NOT Admiral Sir Lionel Halsey RN, who was Jellicoe's Captain of the Fleet at Jutland, having been the captain of HMS New Zealand at the Battles of Dogger Bank and Heliogoland Bight? He later became Fourth and then Third Sea Lord before commanding a Battle Cruiser squadron and becoming commander of the Australian Fleet.

They were very distant relatives, the American branch of the family having gone to Boston (and later New York) before the English Civil War.

Probably narrowing down the definition of "Cocky" would help refine answers. Confident? Reckless?

Cocky – of course not ! The Japanese fleet is pretty
much destroyed and we have only to finish off those
pitiful remnants up north and the war is really won !

And I have ships watching all the likely approaches if
by some miracle a scratch force of old Japanese
cruisers and destroyers should try to interfere with
the Leyte landings. San Bernardino Strait ??? Closely
watched – that door is locked !

Typhoons are no problem this time of year, either.
