In scenarios with "Grayed out" Leaders
without priority points, are such Leaders/HQ´s still present/setup on table?

E.g. Fredericksburg: Are the subcommanders Stoneman/Butterfield also setup on board or only the "Grand Division" Leader Hooker?

I would assume only the Grand Division Leader is on the table. I don't see a base label for any of the grayed out leaders. Also read the "Special Rules" for the scenario #2 talks about Burnside organizing the Army into "Grand Divisions" so that explains only having the Grand Division Leaders.
