" Recent visitors to the bay surrounding a submarine base on the southern coast of China's Hainan Island describe a curious nocturnal phenomenon. Powerful spotlights are sometimes trained directly on the ocean frontages of neighboring hotels at night, making visibility out to sea virtually impossible. Some of the lights are mounted on land and others on passing naval patrol boats.

This assumes that Beijing would trust their submarine commander with possessing the weapons 24/7 like the US, Russians, British, and French do. (Or at least I assume that the US does. Doesn't do any good to make a 'deterrent patrol' if you don't have the second strike capability!)

Though if your guidance is good enough, even a 250kg inert re-entry body assembly (like what the US launches in test shots) would make a pretty impressive crater. 250kg at just short of orbital velocity is … KE=0.5*M*V^2= 0.5*250*30,000^2=112,500,000,000joules, roughly 45 tons of TNT. That will leave a mark!
