What makes a bad general bad?

In the final round of voting:

11% of the votes – "ignores logistics."
10% – "blames everybody but himself."
10% – "paralysis or indecision when facing an opponent."
9% (tie) – "blindly believing the enemy will conform to the plan" OR "indecision"

"Indecision" is a bad quality in life as well as in a Battlefield commander.
