Looks like a hand attached to a forearm that has a tattoo on in. In the hand is an unidentified object that appears to be made of a rigid solid material that may or may not have been painted a light gray….grin

Part of a spray table. It's a piece of newspaper or cloth that has been used to protect the surface where models have been undercoated. Over a long time (several years?), the sprayed undercoat has accumulated unevenly, forming "nodules" in some locations and not in others.

Colgar6… yup.

It is a chip of primer that broke off one of my undercoating spray boards – it is about 3/16" thick and represents probably 8 years of priming figures. I have had others where hat pins used to anchor balsa ships in place have swollen to 1/8" thick. Wal-Mart loves me and my hobby.

Why, that looks exactly like the top of a box I have used for years to spray prime figures on!

I think it is fragment of a plastic ceiling tile; the type that diffuses light. I think the model is "cracked ice". This example appears to have paint or textured material replicating snow on the surface or textured side

It is already textured so that with some paint on the flat underside you get the effect of ice. Also, I have seen examples of the underside painted in ocean palettes to good effect.
