Are there any files out there? Looking for black powder era and colonial stuff where you need lots of figures

Thingiverse contributor 'Earsling' has a large range of Napoleonic & some AWI troops as well as Dark Age buildings & troops.

I don't know of anyone doing Colonial, it may be considered a bit 'Politically Incorrect'.

If you are doing 28's I'd just buy plastics. But if you are prepared to buy a resin printer and print figures yourself I know of a sculptor who will do custom models for a fee (it's not me). Lots of figures means resin anyway.

Or get master figures printed in Shapeways FXD (very expensive) and get a casting service to cast them.

There was an AWI 28mm metals kickstarter running last time I looked about 2 weeks ago. Might still be there.
