Theoretically…. maybe….. 60%
But you never have enough militia, Indians, Highlanders, Pirates, etc. So every time a new line of any come out, I can always justify a few packs more.
Plus, after all these years, I still don't have mounted Jaegers, mounted dismounted Dragoons, I need to replace the Volunteers of Ireland….

It is a bit tricky this one, for the reasons that Winston gives – except I have that issue for 8 separate periods or so. On the other hand, storage space is finite…maybe 75-80%.

My FIW is 80% complete.
My AWI is 75% complete
My Medievals are 80% complete.

My Napoleonics are probably 75%

My SYW would be about 80%

WWII would be 50%

ACW is probably 125% (i.e. I have painted way more ACW than I will ever use)

Not sure how you could ever get to 100% unless you are done in general. Even my IG collection grows occasionally and I have not played that in years. In theory my Sudan collection is 100% with what I just bought, well except for maybe some camel troops and a few more guns…

Gangsters 80%
Shiny Toy soldiers 100% and I still have 5 more units to paint.
DBA 100%
WWII 30%
Everything else 20%

My collection will be complete when I no longer need to purchase or paint anything. So probably after I'm dead…maybe.

All my "wants" never. All I can practically use? Many times over. The problem has been starting too many incompatible projects and so leaving some with fewer units than I might actually need.
The various flea markets are being very helpful as I discard some projects and use part of the money to bring others to completion. Another year or two, I think, to complete things--and another three years to trim the excess. But a wiser man would not have dug himself into this particular hole.

Complete as in purchased everything I need to do what I am planning? Probably 90-95%.

Complete as in ready to game? Historical periods 80% plus. Fantasy maybe 20% because I picked up a bunch of old school GW figs cheap.

Overall – not very. Some individual projects are getting there. But, as is the way, as soon as I feel like I'm closing in on a completed state I find something else to add, like units that only fought in a one or two actions during an entire war.

I'm now buying stuff for two periods that I've not painted before.

It's fun though having multiple things on the go and it keeps me interested. I'd get bored very quickly if I was only doing one period.

I would never put a period at 100%. There is always something to add or replace.

For the major periods/armies, fairly complete. Miniatures have been obtained to fill in the gaps, just need to get them painted

Other Projects need an event or two to spur painting (most of the buying is done)

Unless someone is making 28mm figures that dress themselves and can march around a table top on their own, then No.
