President Theodore Roosevelt ordered the evacuation of the Great Plains and the fortification of the Mississippi River after the catastrophic defeats by the Martian invaders at Albuquerque and Scott's Bluff in early 1910. Several cities that could be supplied by river were fortified and defended despite their isolation from the main Mississippi defensive line. Kansas City was the largest of these bastions. Publicly, Kansas City represented the president's resolve to eventually reclaim the lost territory and maintain the morale of the American people. In private, the president and his military council knew that General Farnsworth and his 37th Infantry Division were doomed and hoped the anticipated Martian attack on Kansas City would at least delay any Martian offensive against the Mississippi River defensive line.
