I'm looking for a good set of rules to handle what I'm calling "Divisional Scale". With forces of one or two Armored/Mech regiments plus associated artillery and air assets per side.

I'd like it to focus on Command & Control issues rather than the nitty gritty of tactical combat. I have FFT3 and CWC if I want to be a battalion or combat team commander, but I'd like a game that focuses on the different issues that come up with Regimental and Division command.

I have a special liking for games that use Action Points or similar where the player can choose how much to "push" a unit, risking damage for better results and that sort of thing.

Scale wise I'd be using 6mm, and it seems like I'd want 1:platoon or even 1:company figure representation. At 1:platoon this would be between 40-80 units a side, which is probably too many at the top end but I'm open to suggestions.

Command Decision: Test of Battle uses Platoon stands. It is really about the role of Battalion commanders

PanzerKorps uses company stands and is about the Brigade/Regiment or Division Commander

5 Core Brigade Commander uses Company stands and again is the Brigade/Regimental Commander

Division Commander (out of print) used battalion stands and was geared at a couple of Divisions or a Corps per player.

Each step up the command level the more it is about support assets and logistics

I have a modified version of the Tank on Tank board game, heavily influenced by brigade commander. 1 base equals a company. Might do the trick for you.

Sounds a lot like the old SPI Central Front series of board games, Fifth Corps, Hof Gap and BAOR and North German Plain but with miniatures.

If I recall right the designer of Challenger/Challenger 2000 had a set of rules called Corps Commander where each unit (stand or vehicle miniature) was a company and you had to keep track of individual losses per unit. It was very high scale and you were concerned about how multiple brigades and regiments interacted towards their objectives.

There are three sets that I know of where the units are battalions.
Megablitz with modern supplement
Lightning War
OPFOR (modern addition to PanzerKorps which requires main rule set) Note PanzerKorps uses company stands, but the units are battalions.
