What is more attractive as a release?

New rules? Bah. Humbug.
New figures? Bring them on.

The topic begs the question that rules are tied to miniatures and vice versa. I am not in that milieu. Historical gamers rarely are.
Basing systems may be tangentially tied to rules, but figures never.
I can play any number of rules with my basing system for AWI. I can play them all with my figures.
I actually don't have any idea what the winning choice has to do with anything.
