I'm trying to build a guard army based on historical armies, and want to make some winged hussar rough riders, but can't find any good models for them. Any recommendations?

Do you want to start with historical models and ten try to 40K-fy them, or do you want to start with SF models and add winged decorations to them?

Back in the day, GW used to manufacture fantasy models inspired by the winged hussars in their Kislev range – these models were called Winged Lancers and Gryphon Legion, but might take some searching for in the second hand market.

The Assault Group manufactures historical Polish figures including hussars, but these will likely look a bit on the small side if placed next to GW models:

Also Wargames Foundry makes winged hussars, same reservations apply (and the wings might not be available separately, though I have not checked thoroughly):

If I am not mistaken, GW also made Dark Angel Ravenwing bikers (Dark Vengeance set) that came with feathered wings – if you can find those separately from somewhere they could be handy.

Right now I'll go with either option. Just so long as the overall effect is gotten across. The only other thing I'm looking at is non mechanized artillery that can stand in for Earthshakers. But thanks for the advice! Greatly appreciated!

What figures are you going to use for infantry in your force? I guess the practical solution would be to look for mounted figures that look good with them and then adding to them lances and wing decoration.

As for an artillery piece, there are a lot of historical items available – if you want one with very long barrel, maybe 1:35 scale kits of WWII pieces might be a good starting point?
