I have "Instrument of War" and "By Force of Arms" by Christopher Duffy.

"Instrument…" was published in 2000, the other 2008, by the Emperor's Press.

Does anyone know is they still publish, any other 18th century "gems?"

From a quick search, it appears they are. I always associated the Emperor's Press with the Emperor's Headquarters and assumed since the latter was out of business, the former was as well.
