Sainbury's in Clacton has been selling off hexagon coasters
(Urban escape range of domestic stuff) which are 4 inches across the flat. £3.00 GBP for 4. Ideal as hills or templates once suitably modified. Mrs Wife cleaned out the Clacton branch but others further afield might have them.

Drat! I like Sainsbury's, but the nearest one is a long, long drive from Fort Wayne, Indiana, and the train connections are just dreadful.

Wouldn't Minibits be cheaper?

Agreed but these are 6mm thick. Memoir 44 or Command and Colors [sic. I'm British!] Come to mind using figures and 4 inch hexes.
