Does anyone know of a source for little (~28 mm scale or a bit larger) Catholic saint statues?

I can find what are generally called "pocket saints" but they run about $10 USD each which is way too much for a terrain project. These are going to decorate a 28mm scale church so the 4" ones are way to massive.

You could Google Catholic Gift Shops.
Just don't tell them what you want the statues for. grin

You can also Google various saints and then hit "Shopping".

Not all saints wore flowing robes and floor length tunics.
St Martin for instance was a Roman soldier around 300 AD. He is usually depicted as a soldier.
In Byzantine art, the archangel Michael is also depicted as a Byzantine soldier.
Look at slingers and javelin throwers that can be posed as saints also. Many saints are depicted in art wearing a simple tunic.

I did a statue of an AWI General for a town square. I simply painted him Vallejo Tinny Tin and drybrushed with Vallejo Verdigris. That was for a bronze statue.
Paint a peasant gray and dry brush with white for marble. There you have St Thermidor or St Anthrax. Do the same with a peasant woman and you have St Perpetua.
Or just paint as normal for statues inside a church. Do it more "blocky" or garish. grin

Hirst Arts has something like that:

If you don't want to buy the mold and do the casting, there are a fair number of authorized resellers who can do it for you.

They're definitely hard to find, I looked around quite a bit for the same reason about a year ago, hunted gift shops, ebay, thrift stores, religious gift shops, etc.

I can hook you up with the monks javelin98 linked to.
