The Norwegian-Russian border has apperantly grown by 2km since last time they measured it.

Yes the border was 195.7km long, now it's 197.7km long. You can drive a lot of tanks through 2km.

Maybe it was high tide when the measured it the first time and low tide the next?

Or, Russian special forces (the vaunted and mysterious "Shovel Brigade") has been working at night to open an invasion corridor?

Or mabye the measuring tape they used in 47(the last full proper measuring) only went to 195.7km and they didn't bother getting a second tape measure.
