Jhancock, he mentions Caesar in the article so I would guess yes.
Being a review I would have liked to see more info on the source matrrial.

But they look good. Wonder what their comparison to say 28mm scale would look like.

I´m not sure what´s meant with source material. The idea for the colours or where caesar got the idea. ?
As for size, They come just above the waist of a 28mm figure, so would be ok as big rats
