Needing a herd of cows fast and cheap for play testing, I picked up 5 boxes of Farm Animals from Pegasus in 1/48 scale:
Each box gets you 5 walking cows and 1 lying down (not counting all the other critters: goats, pigs, sheep, geese etc.). I bought 5 boxes at $8.99 USD each:
A tad large at 1/48 but not too bad. Vendel Border Reiver supplied for scale:
Since they are already brown I'm just basing them and then will touch up a few details: eyes, noses, horns etc.

Size difference will be a lot less noticeable if your troops have thicker bases than your cows. For example, in LoTR the slotta adds 3 or 4 mm to the figure, while cows get based on less than 1mm thick steel… |
