I recently read about a set of fantasy rules that are "generic" in their design as that you add your characters, stats, backgrounds, armies, creatures etc.
Can anyone suggest what these rule I am looking for are called?
I am aware this is not much to go on, but it is all I have.

The author does give some sample army lists, but mostly he encourages players to build their own troop types.

There are lots of rules that fit that description.
Were they new or old rules?
Did they focus on characters, warbands or armies?
Did they have pre-defined lists, or was it build your own, only?
Did it have monsters or its own back story that you could add to?

I will check these all out. It may have been a recent kickstarter not real long ago????? Sorry I am of such little help and just shooting in the dark.

I agree with Karellian Knight.
The rules you're thinking of are probably Open Combat. It was kickstarted last year I think.

If you want something based on AD&D, I would recommend 2e BattleSystem, available in PDF format from RPGNOW.com, and hard copies can usually be found on e-Bay, or Amazon. It is based on 2e AD&D, but it is more streamlined than its D&D predecessors (Chainmail, Swords & Spells, 1e BattleSystem, in the red box).

It is not 2e AD&D, however. It is based on 2e AD&D. It is a mass combat game; it is a bucket-o-dice game, and quite comprehensive, featuring aerial cavalry, siege, undead, etc., and it is a lot of fun to play. It has rules for creating your own monsters/troops/battle platforms (chariots, wagons, etc.). It has a great deal of AD&D flavor, even though it is a stand-alone game.

You should be able to find what you want within those three.

You may be thinking of The Fantasy Trip RPG – that had a recent Kickstarter.

The Fantasy Trip is a reprint/reissue/improved version of the Steve Jackson microgames of the 1970s. It is the first Kickstarter I've ever pledged. It has been funded with many stretch goals and is now in the preorder stage.

Along with Chainmail by Gary Gygax and Jeff Perren these were supplemental and inspirational bases for Dungeons & Dragons combat resolution.

But armies are not really intended to use these skirmish rules.
